Companies who regularly outsource work may establish working relationships with individuals they are confident will perform well but before these types of relationships are established it will be necessary to carefully screen each potential candidate before outsourcing a job.

Establishing Schedules When Outsourcing

Another mistake often made by companies who outsource is to fail to establish a firm schedule. This may not be especially harmful when the schedule of the project is flexible but it can be a serious mistake when the schedule of the project is not flexible.

Finding a candidate who is qualified to handle outsourcing work is important but it is also important to find a candidate who is available when you need someone to complete the work.

It’s not often that a software project management book comes along that is practical, easy to read and stacked full of ready to use process scripts. Andrew Stallman and Jennifer Greene have done just that with recent book Applied Software Project Management.

There are too many books about software project management or software engineering which are dry, overly complex and boring, but this book is not one of them. It was a joy to read because their style of writing is clear without being simplistic and the authors describe things in just the right amount of detail. It seems they understand their audience and set out to write in an extremely helpful and practical way. They have certainly achieved this.
Part one of the book covers tools and techniques that can be applied on projects. Project planning, estimation, scheduling, reviews, requirements, design and programming and testing each have their own chapter. Part two is about using project management effectively and has chapters on understanding change, management and leadership, managing an outsourcing project and process improvement.

Stallman & Greene certainly appear to know a lot about problems that face software teams. As early as the introduction they describe the need to overcome chronic problems and this theme is continued throughout the book. For each problem, there is always at least one proposed solution. For example, they describe a common scenario whereby senior managers do not trust the estimates of the technical team, somehow believing that the technical team is deliberately over-estimating in order to give themselves some slack time. Their proposed solution is to involve these managers in the estimation process so they can see the estimates being made in a transparent and systematic fashion. They then go on to describe in detail how to run a Wideband Delphi estimation session and provide examples of templates and documents that can be used during such sessions. They also provide a valuable process script for teams to follow.

Subsequent chapters cover planning, scheduling, reviews, requirements, design and testing. Whilst most of these chapters cover each topic in reasonable detail, the section on design is lacking in detail and provides no description about what kind of design deliverables might be produced nor any detailed description of what these design deliverables might contain. This is in contrast to the requirements chapter which contains process scripts for requirements elicitation and analysis as well as a detailed description of use cases and software requirements specifications documents.

The authors might want to reconsider some of the examples they use. They describe the process of recapturing code in order to make it more maintainable and use an example of some Java code which they gradually refractor over several iterations. At the end of this process they say why recapturing would be applicable in situations where code is spaghetti-like. This is fine, except they use an example of very un-spaghetti-like Java code to refractor. By doing this it looks to me that they fall into a common programmers trap of code beautification where programmers spend time from the schedule iteratively improving code that works just fine in order to write the perfect? code, class or object. I’ve seen this happen on projects where there simply wasn’t the time in the schedule to allow this, and it certainly didn’t bring any additional business benefits to the stakeholders. However this is a minor gripe.

I would have liked to have seen more pages devoted to risk management. Time and again, not managing risks is cited as a reason why projects fail. Six Sigma is not just a new term for Total Quality Management
(TQM) . They have many similarities and are compatible in many
business environments. TQM has brought great improvements and
value to many companies. Six Sigma can do more.

TQM is the development, deployment, and maintenance of systems
related to quality-producing business processes. TQM is a
strategic approach that focuses on encouraging a continuous flow
of incremental quality improvements. It encourages the
establishing of a culture of collaboration among different
departments within organization. TQM is mainly a cultural
initiative and a style of management toward increased quality.

Six Sigma is not just another quality initiative or process
improvement program. It is more than that because it is a robust
continuous improvement strategy and process that includes
cultural methodologies such as the various TQM approaches. Six
Sigma is complementary to TQM initiatives such as ISO 9000
registration, which is mainly procedural; Total Quality
Management (TQM), which is mainly cultural, and Statistical
Process Control (SPC), which is primarily statistical process
control monitoring. All of these initiatives attempt to improve
quality levels but typically reach a plateau. The Six Sigma
approach goes to the next level.

Six Sigma is not about quality in the strict traditional sense.
Quality, defined traditionally as conformance to internal
requirements, is not the focus of Six Sigma. True, Six Sigma
focuses on improving quality by helping organizations produce
products and services better, faster and cheaper. However, it
accomplishes that by reducing waste. In traditional terms, Six
Sigma focuses on defect prevention, cycle time reduction, and
cost savings. Six Sigma is about helping the organization make
more money. Unlike cost-cutting programs that reduce value and
quality, Six Sigma identifies and eliminates costs that provide
no value to customers: the costs incurred due to waste.

The focus of TQM initiatives differs from the focus of Six Sigma
programs. One, TQM programs focus on improvement in individual
operations with unrelated processes. Six Sigma focuses on making
improvements in all operations within a process. Two, Six Sigma
involves dedicated, full-time resources–the “black belts”
–versus TQM, which is usually a part-time activity of
non-dedicated managers.

The breadth and depth and the precision of Six Sigma and TQM
also differ. Six Sigma has a well-defined project charter that
outlines the scope of a project, financial targets, anticipated
benefits, milestones, etc. It’s based on hard financial data and
savings. In TQM, organizations go into a project without fully
knowing what the financial gains might be. Six Sigma has a solid
control phase (DMAIC – Define-Measure-Analyze-Improve-Control)
that makes specific measurements, identifies specific problems,
and provides specific solutions that can be measured.

How else is Six Sigma different? Six Sigma is:

* Fact based and data driven

* Results-oriented, providing quantifiable and measurable
bottom-line results

* A leader-sponsored top-down approach

* Linked to strategy

* Thinking about customer requirements

* Applicable to all business processes – administrative, sales,
marketing, R&D, etc.

Six Sigma is a robust continuous improvement strategy and
process that includes cultural methodologies such as Total
Quality Management (TQM), process control strategies such as
Statistical Process Control (SPC) and other important
statistical tools. Six Sigma tools and techniques all are found
in total quality management. Six Sigma is the application of the
tools on selected important projects at the appropriate time.
